Why does PayPal hold money?

This is a common industry practice to cover any potential buyer complaints that may happen in that time.

I am not a seller. Why is a payment from a friend or family member on hold? If you receive a payment from a friend or family member for the first time or after a long time, it will register as unusual account activity. In that case, PayPal might put the payment on hold for up to 21 days.
PayPal payments can be pending for several reasons, such as technical issues, disputes or claims, payment reviews, seller account limitations, or the payment being sent to an unclaimed account.
If you haven't received your money, please contact the Payer to check that the account and routing number details are correct. Once confirmed, you can contact us to investigate further. Paypal can stop you using their services if they don't want your business. Paypal can hold your funds for 180 days once they have limited your account in case of buyer disputes or chargebacks. Simple.
If you're not a seller and your PayPal money is on hold, it could be due to several reasons: Unusual account activity: It will be uncommon if you receive a payment from a friend or family member for the first time or after a long time. In that case, PayPal will put the payment on hold for up to 21 days.
ok then it sounds as if paypal are reviewing the transaction, normally takes 24-48 hours. They often do that for friends/family payments to make sure that they are not being used instead of goods/services for payments for purchasing items or a service against paypal rules.
Why is PayPal reviewing my payment?
This review can happen for various reasons. For example, we may review the transfer if you've received a higher-than-usual payment or if you've logged in from an unsecured network. When the transfer passes review, you'll see the status update to “Completed.” The regular transfer timeframe will then take effect.
Authorizations become holds on a buyer's account that typically last 3 days for debit cards and 7 to 10 days for credit cards, depending on the issuer and region. If you decide not to capture an authorization, you should void the transaction, which triggers an authorization reversal.
You can cancel any type of PayPal transaction that is still pending, which usually gives you 1-3 business days to use this option. If the recipient or seller has not accepted the funds you sent, you can easily cancel the payment through the Activity menu on PayPal.
Your funds could be released 7 days after your status is updated, depending on your sales activity. otherwise, they'll be released in up on to 21 days after the hold was placed.
New Sellers or Sellers with Limited History: PayPal may hold funds in a pending balance up to 21 days. This is to ensure the transaction goes smoothly. The funds may be released sooner if the buyer leaves positive feedback or 3 days after confirmed item delivery.
How Long Will PayPal Hold My Money? If your PayPal account has been frozen, you might wonder what the timeline is to get your money released to you. Unfortunately, there is no clear answer. If the transactions can be easily verified, some holds may last only a few days; however, other holds can last up to 180 days.
If you've recently had a hold placed on one of your payments, you can contact PayPal to request a hold removal.
If you do not complete your Pay in 4 transaction, the pending authorization will be automatically voided by PayPal within 72 hours of the pre-authorization hold. Although PayPal has released the hold on your funds, this may take up to 5 business days to process through your financial institution or bank.
If you're using PayPal Friends and Family to send money within the US, you should have fees only when you pay with your card (or if you send in different currencies)¹: Paying with PayPal balance or a bank account: no fee. With Card: 2.9% + fixed fee.

- Select or search for your payment. You can also click Filters to narrow your search by status or transaction type.
Why is money pending on PayPal friends and family?
If a payment you sent is pending or unclaimed, it means the recipient hasn't received or hasn't accepted the payment yet. The payment would be pending or unclaimed if it was sent to an email address or phone number that isn't registered to a verified PayPal account.
As of July 28, 2022, US Business accounts can no longer receive friends and family payments from US senders.
If you receive a payment from a friend or family member or even as a gift it will show as a personal payment. When you receive a payment for something you sold, it will show as a payment received. The payment does show slightly different to help you differentiate between them.
We may hold some withdrawals for up to 72 hours for further review. This review can happen for various reasons. For example, we may review the transfer if you've received a higher-than-usual payment or if you've logged in from an unsecured network.
There may be a limitation on your PayPal account that prevents the transfer. Remove the limitation to restore your full account functionality. Your debit card or bank account may not be eligible to process the instant transfer. Select a different bank or card that supports instant transfer from PayPal.
